Tocatlian Blog is a personal publishing archive operated by Paul Tocatlian. Paul Tocatlian is the principal publisher, author, editor, and director of publication. Individual works may identify a different author, creator, subject, or rights holder.

Paul Tocatlian can be contacted through LinkedIn. When contacting Paul about a page, post, image, recording, correction, privacy request, or rights concern, include the relevant Tocatlian Blog URL.

Terms of Use and Terms of Service

These terms govern access to and use of Tocatlian Blog. For this personal blog, the Terms of Use also serve as the Terms of Service. The site does not directly sell products, process payments, or provide a paid subscription, so separate terms of sale are not included.

By using the site, you agree to these terms. If you do not agree, do not use the site.

Editorial and Informational Content

Articles, photographs, audio, video, links, and other materials are provided for general editorial, historical, educational, and creative purposes. They may contain errors or become outdated. They are not legal, medical, financial, or other regulated professional advice.

Copyright and Permitted Use

Unless an individual work says otherwise, original text, photographs, audio, video, graphics, and other material owned by Paul Tocatlian or Tocatlian Blog are protected by copyright and other applicable rights.

You may link to public pages and make limited quotations or other uses allowed by applicable law. You may not republish, redistribute, sell, remove credits from, or create a substitute archive of protected site content without permission. Artificial-intelligence training, machine learning, text and data mining, and related technical uses are governed by the express authorization later on this page.

Third-Party Material and External Services

The site may contain quotations, trademarks, photographs, embedded media, or other material owned by third parties. Their rights remain with their respective owners. Links and embeds do not imply endorsement, control, or a warranty by Paul Tocatlian or Tocatlian Blog.

Purchases, registrations, donations, or other transactions made after following a link take place directly with the third party. That third party’s terms, privacy policy, returns policy, and other rules apply. Tocatlian Blog is not the seller or payment processor for those transactions.

Affiliate Links, Sponsorships, and Gifts

Some links may be affiliate or referral links. If a purchase through a link can result in a commission or other benefit to Paul Tocatlian, that material connection will be disclosed clearly in or near the relevant content. A link does not by itself mean that compensation was received.

Sponsored content, complimentary products or services, and other material connections will also be identified where applicable. Opinions remain Paul’s own unless the content clearly says otherwise.

Comments and Other Contributions

If you submit a comment or other material, you remain responsible for it. You must have the right to submit it. Do not submit unlawful, infringing, deceptive, threatening, abusive, malicious, or privacy-invasive material.

Tocatlian Blog may moderate, refuse, or remove contributions when reasonably necessary to protect the site, its visitors, or the rights of others. Comments may be checked automatically for spam.

Acceptable Use

Do not interfere with the site’s operation, bypass access or security controls, distribute malware, impersonate another person, scrape private or restricted material, overload the service, or use the site to violate applicable law or another person’s rights. Automated access must respect robots.txt, reasonable rate limits, security controls, and applicable law.

Availability, Disclaimers, and Responsibility

The site and its content are provided as available. No promise is made that every page, feature, link, or external resource will always be available, secure, complete, current, or error-free.

To the extent permitted by applicable law, Paul Tocatlian and Tocatlian Blog are not responsible for indirect or consequential loss arising from reliance on site content, inability to access the site, visitor contributions, or use of a third-party service. Nothing on this page excludes or limits a right or responsibility that cannot lawfully be excluded or limited.

Privacy and Cookie Policy

This section explains how personal information may be processed when someone visits or interacts with Tocatlian Blog.

Who Is Responsible

Paul Tocatlian is responsible for the personal information he controls through Tocatlian Blog. Privacy questions and requests can be sent through LinkedIn.

Information That May Be Processed

The site and its service providers may process:

• information you choose to provide, such as a WordPress.com display name or account information, comment text, email address, website address, subscription request, and communication sent through a linked service
• technical and usage information, such as an IP address, browser and device information, operating system, language, approximate location, referring page, pages viewed, links clicked, access time, cookies, and similar identifiers
• information used for comments and spam protection, including the comment, commenter details, IP address, user agent, referrer, and site URL
• a Gravatar image or public profile information when a supplied email address is associated with Gravatar

Do not place confidential, sensitive, or unnecessary personal information in a public comment.

Why Information Is Processed and the Legal Bases

Information may be processed for the following purposes and legal bases:

• to provide a feature you request, such as publishing a comment or delivering a subscription, based on your request and, where required, your consent
• to operate, secure, maintain, and improve the site, moderate comments, prevent spam and abuse, and understand aggregate readership, based on the legitimate interests of running a safe and useful publication
• to remember choices and use optional cookies or similar technologies, based on consent where applicable
• to respond to rights requests, enforce these terms, protect legal rights, and comply with applicable law, based on legitimate interests or a legal obligation

Providing information is generally optional. If you do not provide information needed for a comment, subscription, or request, that feature may not be available. Ordinary public pages can be read without submitting a site form.

Paul Tocatlian does not sell visitor personal information and does not use it to make solely automated decisions that produce legal or similarly significant effects. Akismet and related services may automatically classify comments for spam and security purposes.

Comments, Subscriptions, and Public Information

Comments may be displayed publicly with a WordPress.com username, display name, website, or Gravatar. Public information can be indexed, copied, or used by search engines and other third parties. Do not submit information that you do not want made public.

WordPress.com and Jetpack provide post and comment subscriptions. If you subscribe, they process the information needed to deliver and manage those messages. Subscription messages include a way to unsubscribe.

Cookies, Site Statistics, and Embedded Content

WordPress.com, Jetpack, and related services may use cookies, pixels, or similar technologies for required functions, security, preferences, comments, subscriptions, site statistics, performance, and, where enabled and permitted, personalization or advertising. Where consent is required, optional technologies should not be used before consent. You can use any cookie choices displayed on the site and can control or delete cookies through your browser. Blocking cookies may prevent some features from working correctly.

Articles may embed or link to content from services such as video, social media, photography, retail, or fundraising platforms. A provider may collect information when its content loads or when you follow the link. Its own terms and privacy policy govern that processing.

Recipients and International Processing

Information may be available to Paul Tocatlian and to providers that operate, host, secure, analyze, or support the site, including WordPress.com, Jetpack, Akismet, and Gravatar. Information may also be disclosed when required by law or reasonably necessary to protect the site, visitors, or the rights of others.

Automattic and linked providers operate internationally. Information may be processed outside the country where a visitor lives, including in the United States and the European Union. Providers are responsible for the safeguards that apply to their processing. WordPress.com explains its international transfer practices in its GDPR guidance and privacy materials.

Retention

Comments and related information may remain with the relevant post unless the comment is removed or a valid deletion request applies. Subscription information is retained until the subscription is ended or is no longer needed. Correspondence is kept only as long as reasonably needed to respond, keep an appropriate record, or meet a legal obligation.

WordPress.com and other providers apply their own retention periods. For example, Automattic states that it generally retains visitor web-server logs and the IP addresses used to calculate site statistics for approximately 30 days. Other information may be retained for as long as needed to provide the relevant feature, prevent abuse, resolve disputes, or comply with law.

Your Choices and Rights

Depending on where you live and the circumstances, you may have rights to ask for access, correction, deletion, restriction, portability, or an objection to processing. Where processing is based on consent, you may withdraw that consent without affecting earlier lawful processing. You may unsubscribe using the link in a subscription message.

To make a request about information controlled by Tocatlian Blog, contact Paul Tocatlian through LinkedIn and identify the relevant site interaction or URL. Reasonable information may be requested to verify the request and protect other people. Requests about information controlled by WordPress.com, LinkedIn, or another provider should also be directed to that provider.

You may complain to the data-protection authority where you live or work, or where you believe a violation occurred. In France, the authority is the CNIL.

Artificial Intelligence, Machine Learning, and Text and Data Mining

Paul Tocatlian expressly authorizes artificial-intelligence and machine-learning use of public Tocatlian Blog content that he or the site owns or is authorized to license, subject to the conditions below.

Express Authorization

Artificial-intelligence and machine-learning systems and their operators may lawfully access, crawl, copy, cache, parse, analyze, tokenize, create embeddings from, and use covered content to train, pretrain, fine-tune, evaluate, test, and improve models and related systems.

This permission applies to research, educational, commercial, and noncommercial systems. It is non-exclusive, worldwide, royalty-free, and does not require a separate request or payment. It includes technical copies and retention reasonably necessary for permitted training and evaluation.

Covered Content and Rights Not Granted

The permission covers publicly accessible original articles, stories, page text, captions, metadata, photographs, illustrations, graphics, audio, video, downloadable publications, and machine-readable versions of that content, including llms.txt and llms-full.txt, to the extent Paul Tocatlian or Tocatlian Blog owns the relevant rights or is authorized to grant them.

The permission does not grant rights in third-party websites, embedded media, linked resources, quotations, trademarks, credited works, or other material owned by someone else. It does not waive privacy, confidentiality, publicity, personality, moral, or similar rights held by a person shown, heard, named, or described in the content.

Conditions and Limits

AI operators must comply with the following conditions:

1. Access must be lawful and respect robots.txt, authentication boundaries, security controls, reasonable rate limits, and applicable law.
2. Private, draft, deleted, restricted, or inadvertently exposed content is not authorized.
3. The permission covers training, text and data mining, evaluation, and related technical processing. It does not authorize publishing or selling a substitute archive of source content.
4. It does not authorize outputs or publications that reproduce a substantial protected portion of an individual work, remove an existing creator or source credit, or falsely imply endorsement.
5. Operators remain responsible for their datasets, systems, security, legal compliance, and outputs, and for obtaining any additional rights their use requires.
6. Operators should preserve available provenance, author information, and canonical source URLs in training records and provide source attribution when their systems support it.

An All Rights Reserved notice on an individual work remains effective for uses outside this express authorization. This permission is not a Creative Commons or open-source license and does not otherwise authorize general republication, redistribution, resale, or use of protected content as a substitute for the site.

The permission applies to public content available while this policy is in effect. A later change applies prospectively and does not withdraw permission for training or evaluation already completed in lawful reliance on this policy.

Machine-Readable Signals

Tocatlian Blog publishes tdm-reservation: 0 on public responses to state that text and data mining rights are not reserved. Public responses may also link to this page with rel="license" and to llms.txt with rel="describedby". If a machine-readable signal and this page appear to conflict, this page controls.

Changes, Severability, and Contact

This page may be updated when the site, its services, or applicable rules change. The effective date identifies the current version. If one provision is found unenforceable, the remaining provisions continue to apply to the extent permitted by law.
